Yes, I believe you can use "foreign" characters in Legacy.

You need to be in the Individual Information screen - the one where you add particular information for a person.

Look on the left side of the screen, about half way down and there are eight characters of foreign symbols. Click on the blue square to see more and choose those you need to use.

Go to the field where you want to enter a symbol and then click on the particular symbol.
